"I take full responsibility," Fuld testified, but then blamed short selling, false rumors, downgrades and loss of confidence for forcing Lehman into bankruptcy. Lawmakers slammed Fuld for depleting cash reserves through stock buybacks and dividends as debts mounted. Rep. Henry Waxman, D-Calif., ripped Fuld for taking a $22 mil bonus as Lehman struggled.
